Week 8 is guaranteed "Lundi Gras", the week before Mardi Gras, so a full week of parties and parades (unlike Mardi Gras week, when parties and parades end on the Tuesday). It's a flex week so it always occurs the week before Mardi Gras, no matter the week number (eg. can be as early as week 5, or later than week 8 also).
